The 16th Australian Council for Adult Literacy (ACAL) conference was held in Sydney from 9-11 October 1992. The conference proceedings is presented in three volumes. Keynote addresses and the papers from the plenary are in volume one. Volume two contains papers from workshops with a more national focus. Volume three (indexed in VOCEDplus at TD/TNC 129.419) is a special edition of 'Literacy and numeracy exchange' and contains papers written by New South Wales practitioners.

This publication is comprised of a 76-page learner guide and a 14-page resources pack designed to be used in a variety of learning contexts. The learner guide includes: an orientation to the National Reporting System (NRS); activities to help trainers and assessors determine appropriate language, literacy and numeracy levels for the settings in which they work; and advice on when and how to work with specialist language, literacy and numeracy trainers. The resources pack includes: a shortened version of the NRS; and tools to help locate and determine appropriate language, literacy and numeracy in vocational settings to develop training and assessment materials. This project set out to conduct research around the non-technical capabilities needed by secondary school graduates to successfully participate in work or further study. There are many terms used to describe non-technical capabilities, such as general capabilities, generic skills or competencies, employability skills, core skills etc. However, for the purposes of this research the term 'non-technical capabilities' has been used and includes both literacy and numeracy skills and other generic skills, knowledge and understandings that are covered by the following four national frameworks: (1) the Australian Core Skills Framework (ACSF); (2) the Core Skills for Work Developmental Framework (CSfW); (3) the General Capabilities from the Australian national curriculum; and (4) the Australian Blueprint for Career Development (ABCD).
The project examined which capabilities are most appropriately developed in a school setting, as well as what might be realistically done in schools to develop, assess and/or recognise these capabilities and how employers can support and/or add to this. It also examined what secondary schools are currently doing to support students to develop these capabilities and identified where processes are already in place to assess and/or recognise them.

The support materials for agricultural training (SMAT) units have been designed to assist farmers and other agricultural workers to improve their numeracy and literacy skills in order to make their farms and work more efficient and productive. The workbooks use tasks from everyday working contexts such as keeping records for tax purposes; dealing with banks, suppliers and customers; accessing and applying information; and negotiating. Students can work independently or with the assistance of rural skills teachers and/or adult literacy teachers, and need not complete all units. In each of the four streams, there are three skill levels, and in each level, there is a numeracy and literacy/communication unit. The 24 items in the suite of SMAT resources are indexed from TD/WELL 80.57 to TD/WELL 80.80. Show less

It is an upgrade of the ‘Learning together resource kit for Aboriginal facilitators’ and has been extended to be used as a bridging course into the Certificate IV for both Aboriginal and non-Aboriginal trainers. The resource is aligned with all units of the training package TAE40110 - Training and Assessment Certificate IV; and inclusive of strategies for developing and improving the language, literacy and/or numeracy skills of the target group.

Building the research capacity of the vocational education and training sector is of key interest to the National Centre for Vocational Education Research (NCVER). The Foundation Skills Literature Review Project, a partnership between NCVER, the University of Technology Sydney and the Australian Council for Adult Literacy, provided scholarships to practitioners to develop their research skills through undertaking literature reviews focused on key topics relating to foundation skills. This review focuses on the perspectives of adult language, literacy and numeracy, particularly the human capital and social practices perspectives, which at times do not sit comfortably in relation to each other.

The volume contains two assessment packages: (1) Reading and writing assessment; and (2) Maths assessment. In developing this resource, the authors have attempted to develop a range of procedures which will help the student and teacher to describe strengths, weaknesses and progress in terms which are useful to them. They have not attempted to produce an assessment tool which will measure literacy or numeracy strengths and weaknesses, nor an assessment scale which will measure numeracy strengths and weaknesses. The package is designed as a collection of assessment tasks and ideas from which the teacher can choose the most appropriate for particular students on particular occasions. It assumes that literacy and numeracy are multi-dimensional concepts and suggests ways of looking at or assessing some of these dimensions.

This report looks at social, economic and cultural mechanisms that discriminate against disadvantaged children, youth and adults, keeping them out of education or marginalized in it. Released at the start of the decade of action to 2030, and in the middle of the Coronavirus Disease 2019 (COVID-19) crisis, which has exacerbated underlying inequalities, the report argues that resistance to addressing every learner's needs is a real threat to achieving global education targets. It identified the practices in governance and finance; curricula, textbooks and assessments; teacher education; school infrastructure; and relations with students, parents and communities that can unlock the process to inclusion. The report also provides policy recommendations to make learner diversity a strength to be celebrated, a force for social cohesion.

This study examined the literacy and numeracy skills of serving armed forces personnel and the literacy and numeracy skill development undertaken as part of their military service. It assessed the impact of these skills on their operational effectiveness. The study participants were assessed as having low literacy and numeracy skills at the commencement of their service career and the study tracks them through their initial military training, their specialist trade training and during their first military appointment. Participants were drawn from the Royal Navy, the Army and the Royal Air Force. The armed forces is a large employer and lessons can be learned from this study by other large employers on how literacy and numeracy skill development can be built into recruitment, training and retention practices to facilitate not only the development of the employer’s workforce, but also the self-development of the individual employees. Part one of the report sets the context for the study and part two describes the methodology and discusses the key findings and recommendations in addition to examining the data in respect of each of the forces concerned.
